We too have this same issue on many running PBXes.
Have completed the sequence of:
amportal a ma delete webrtc
amportal a ma delete certman
amportal a r
then:
rm -Rf /var/www/html/admin/modules/certman
and finally:
amportal a ma install certman
Output is:
Fetching FreePBX settings with gen_amp_conf.php..
No Certificates exist
Generating default CA...Install error! Error Generating Certificate: unable to load Private Key
140504269059912:error:0906D06C:PEM routines:PEM_read_bio:no start line:pem_lib.c:703:Expecting: ANY PRIVATE KEY
Unable to install module certman:
- Failed to run installation scripts
Tried to install CertMan from the modules GUI and get the following error:
Found module locally, verifying...Verified. Using Local
Installing certman
Untarring..Done
No Certificates exist

Not sure where to go from here. Any direction is greatly appreciated.
