EPM Yealink Configuration Files

I am trying to use EPM (commercial) to provision some Yelling T42Gs and T46Gs. EPM shows the extension mapping as green but the phones dont provision when pointed at tftp://192.168.0.30.

In /tftpboot/ I see the MACaddress.cfg file but I do not see a y000000000028.cfg file, only a .cfg file. Are these hard files that should exist in /tftpboot/ or is EPM doing some fancy magic that allows you to have different generic files for different templates?
