Wierd issue cannot update core after updating framework

Hi,

I am updating from 2.11 to 12.x. I updated the framwork first and that seemed to go okay but when I try to update the core through the web console or by using "amportal a ma upgrade core" from a command prompt, I get some reallly funku URl errors.

I have no problem with DNS and wget is enabled in advanced settings? Any suggestions?
